I performed
duties of a technical nature dealing with grease management, industrial
pretreatment, and enforcing the Metro Sewer Use Ordinance. I assisted
with field sampling of water and wastewater, chemical analyses, sewer
investigations, enforcement actions, and other environmental monitoring
activities for Safe Drinking Water Act.
Execution
and enforcement of Grease Management Policy
Grease
Management Policy responsibilities included reviewing Grease Control
Equipment Inquiries/plumbing plans and approving or rejecting them in the
permitting database (KIVA). Conducting final inspections of grease
interceptors and grease traps. Maintaining proficiency with all
related Access, Excel, and Oracle databases such as KIVA, GTS, HTE, and
SOFT. Investigating, documenting, and citing facilities contributing
grease to the sewer system and helping them become compliant by fixing or
replacing grease control equipment. Assisting with classes that
educate the public about grease control and maintenance of equipment.
Investigating grease related causes of Sanitary Sewer Overflows and pipe
restrictions, document evidence/findings in reports, and talking to grease
contributors about Best Management Practices. Daily, I monitored Grease
Haulers by counting receipts, organizing dump tickets, and tracking
waste hauler discharges in an Excel database.
Assisting
in the daily operation of the Pretreatment Program
I assisted
in the daily operation of the Pretreatment Program in the following
ways. As needed, I helped with the placement of auto sampling
equipment inside and outside manholes and sampling points at Industrial
User facilities in Nashville. I collected, properly preserved, and
transport industrial effluent samples to the lab where they are logged in
to Labworks. I participated in the 2007 Satellite System Municipal
User pre-treatment audit for the City of Mt. Juliet and assisted ECO II in
with several yearly Industrial Users pre-treatment audits.
Lab Work
At least
once a month, I worked in the laboratory on weekends and run all the tests
for analysis of wastewater which include solids, BOD, pH and
alkalinity. I also calculated and recorded the results for Metro’s
wastewater NPDES permit reporting requirements.
Collect Fire Hydrant and Main Water Samples
One week a
month, I was voluntarily on call for emergency collection of fire
hydrant/water main samples. I tested the water for total residual
chlorine and collected bacteriological samples for T.Coli and HPC analysis
and shut the hydrant off. I respond to calls on weekends, holidays,
days and nights all over Nashville.
River and
Stream Sampling/Monitoring
On an as
needed basis, I helped with river and stream sampling/monitoring.
Occasionally, I participated in the weekly collection of water samples from
the wastewater treatment plant outfall locations and water plant intake
locations on the Cumberland River. I took field measurements of pH,
conductivity, and temperature, report anomalous river occurrences to
supervisor, and assist with the placement of Hester-Dendy sampling
equipment and removal and preservation of macro-invertebrates from the
Hester-Dendy media.
Growth
and Development of Programs in Environmental Compliance
There are
several ways I made a special contribution to the growth and development of
programs in Environmental Compliance. I was the major contributor to
the cost recovery effort of late 2007-early 2008 involving matching names
and addresses from grease control and billing databases. The project
also involved facilitating a cooperative interdepartmental effort between
Environmental Compliance and the Meter Reading to match 300 facilities
through the water meter numbers. I designed a new grease control equipment
responsibilities brochure in Spanish and English that was very well
received by the public. I updated a complete list (to be used in
conjunction with brochure) that includes Metro certified GCE inspectors,
plumbers, grease haulers, interceptor manufacturers, plumbing supply houses
etc. I assisted with the semi-annual Grease Control
Certification classes for the public and educated the public daily on
grease BMP’s through apartment visits and distribution of the grease BMP
flyers. I took Spanish classes for better communication with Spanish
speaking restaurant owners.

activities-Conducted Phase I and Phase II Environmental Site
Assessments consistent with ASTM standards. If Phase I identified any
recognized environmental conditions, then I conducted field work related to
Phase II, such as split spoon soil sampling, soil boring, and logging (with
photoionization detector), groundwater sampling, monitoring well installation,
piezometer installation, to determine the extent and type of contamination
on sites. I provided support for long-term remedial response on CSXT
sites, old scrap metal recycling sites etc. For example, I prepared and submitting
quarterly/semi-annual reports to the project manager for several
contaminated CSXT sites in West Virginia including: Grafton, Rowlesburg,
Handley, Peach Creek, and Keyser. I also prepared work orders, change
orders, scope of work, and purchase requisition documents relating to sampling
activities on sites.
RCRA
activities-Mainly Subtitle C, D, and I compliance. I oversaw UST
removals and filled out the appropriate UST closure paperwork for State
recordkeeping. Oversaw building demolition activities that included
hazardous materials, such as siding, tiles and transite pipe. Filled
out manifests for transport of materials authorized facilities. I also
helped to remediate acute spill incidents to state screening levels for
constituents of concern such as diesel and gasoline. One specific incident
involved emergency response and support for a train derailment in Irvine,
KY that involved removing contaminants into frac tanks and manifesting the
hazardous waste for transport off-site. It also involved the
application of Microblaze to remediate residual contaminants in the soil
media that could not be extracted and contained.
Clean Air
Act (Title IV)- Helped industries with intermittent particulate matter
monitoring. Conducted gaseous stack testing for SO2, NOx,
CO, CO2. Utilized equipment such as portable
emissions analyzer for air sampling and pitot tube for velocity.

Mainly, I
provided technical assistance for county planners by conducting subdivision
reviews. I submitted comments and reports to the county planners on what
impacts the proposed development could have on natural resources, wildlife,
and erosion. Extensive review and critique of Environmental Assessments,
geotechnical reports, etc. was necessary to make a good judgment call about
what constituted reasonable development on any given property. I personally
conducted site visits for every property reviewed to assess wildlife
useage. At the request of several other Conservation Districts, I wrote a 5
page document on how to conduct subdivision reviews which was posted on the
web site.
In addition, I also worked on bringing Teton County into compliance
with Phase I and Phase II General Construction NPDES Permit by starting a
county wide erosion control program. I wrote a 200+ page Stormwater
Pollution Prevention Plan Construction Design Manual for Teton County to
help educate contractors and engineers.
I was
instrumental in assembling and updating a GIS database for natural resource
layers such as Class I waters, Big Game migration routes, and vegetation.
As a public servant and liaison, I represented TCD at many meetings for the
state WY Association of Conservation Districts and public county planning
meetings. I also kept abreast of pertinent Wyoming environmental issues by
attending training classes offered by partnering and private agencies. I
always immediately incorporated the new knowledge into writing better
subdivision reviews, providing more expert technical assistance to the
public, and improving the workplace.
